Lecturer: Dr. Kazuo Futagawa (Former Administrative Vice Minister of Health, Labor and Welfare)
Content: Former Administrative Vice Minister of Health, Labour and Welfare, Mr. Kazuo Futagawa, will explain about the partial revision of “Marijuana Control Law and Narcotics and Psychotropics Control Law” issued on December 13, 2023, by the Director-General of the Pharmaceutical Affairs Bureau, Ministry of Health, Labour and Welfare.
Profile of Dr. Kazuo Futagawa
1980: Graduated from the University of Tokyo, Faculty of Law, Class 1, and entered the Ministry of Health and Welfare.

After retiring from the Ministry of Health, Labour and Welfare, he is Executive Officer of the Healthcare Research Institute, Advisor to Toray Industries, Inc. and Policy Counselor to the Office of Social Security Reform, Cabinet Secretariat. He has also served as a member of the Management Committee of the National Federation of Health and Welfare Agricultural Cooperatives, an advisor to the Japan AED Foundation, and a director of the Kenzo Suzuki Memorial Foundation for Applied Research in Medical Sciences.
-Lecture 2: “Verification Analysis of the Absence of Designated Drugs (HHCH, THCH, HHCP, etc.) in CBD Products
Lecturer: Dr. Hitoshi Sato (Professor, Faculty of Pharmaceutical Sciences, Showa University)
Content: On December 27, 2023, “six marijuana-like ingredients” were comprehensively designated as designated drugs. The Japan CBD Analysis Center, which is affiliated with the Association, provides analysis services to ensure that CBD products do not contain any designated drugs (HHCH, THCH, HHCP, etc.) in addition to THC. I will also explain how to read the contents of the analysis report.

1992 Visiting Researcher at the Institute of Medicine, Basel, Switzerland
1997 Associate Professor, Faculty of Medicine, The University of Tokyo (concurrently Assistant Chief of Pharmacy, The University of Tokyo Hospital)
2000 Professor, Faculty of Pharmaceutical Sciences, Showa University (Chair of Pharmacokinetics)
He has published more than 300 papers in the field of medical pharmacy both in Japan and abroad, and is highly evaluated by the h-index, an objective evaluation of researchers’ performance. He has served on various expert committees at the Ministry of Health, Labour and Welfare and the National Personnel Authority. He has conducted pharmacological research on new drugs and new active ingredients, and received the Encouragement Award from the Pharmaceutical Society of Japan (1996) and the Japanese Society of Pharmacokinetics (1998) for his achievements.
